About Issue 5
Issue 5 is an operations levy on the Election Day ballot that will keep public education strong in Euclid amid continual reductions in funding from the state and federal governments.
The time is NOW to support our schools and future.
This 6.75-mill tax levy will help the Euclid City Schools:

Preparing Euclid Students for Success
With talented, enthusiastic teachers and staff members who care, Euclid City Schools prepare 4,000 students for their next step every day. The district offers a dozen career and technical education (CTE) pathways to credentials and careers in fast-growing, good-paying fields like automation and robotics, construction trades, allied health, digital marketing and more. Additionally, our district’s robust College Credit Plus program saved Euclid families nearly $100,000 last year, as students earned about 700 college credits.
Students have access to a variety of extracurricular activities, and the graduation rate has increased by nearly 20% since 2023. This year’s state report card will reflect Euclid’s highest graduation rate in 20 years at 94% for Euclid High School.
Now is not the time to give up on our progress. Voting FOR Issue 5 protects our gains and ensures that our schools have the funding to continue hiring the best teachers while keeping our schools stable and able to educate Euclid’s future workforce and leaders.
Local funding accounts for 55% of the district's budget, so Issue 5 is absolutely necessary. Our schools need us, and our community cannot rely on the state to protect public education. In fact, the state has abandoned the Fair School Funding Plan and instead is providing billions of dollars in private school vouchers. These are dollars the state previously pledged to provide to public districts like Euclid. As a result, the state is endangering public school budgets across the state, forcing districts to return to their local tax bases.
Our Euclid City Schools are fiscally responsible and transparent. The district has made cost-cutting measures and done its part by:
Staying off the ballot for six years – about twice as long as most other districts in Northeast Ohio
Refinancing bonds for its new buildings that will save taxpayers nearly $5 million
Capping purchased services and making a total of nearly $10 million in cuts over the current and next fiscal year
Proactively seeking grants for additional support. This includes earning the 2025 Comprehensive Literacy State Development Grant. ECS was one of just 33 Ohio districts or schools to receive this funding to support evidence-based reading and writing practices, instructional coaching, professional learning, targeted student interventions, and stronger progress monitoring from preschool through high school. Please note, these funds may only be used for these specific purposes, and not for general operating expenses.
